The beauty of PDF content is that it can be displayed on pretty much any device and will always look exactly the same (hence the name, Portable Document Format). Google will also index PDFs, follow links in them to discover new content and display them in search results.

Having said that, it’s very rare to see a PDF listed at the top of the results page unless the query is extremely specific. By preference, Google will always list a plain web page if it can. For this reason, we would always recommend that any content you have in a PDF is also present on other pages on your site, albeit in different words (to avoid duplicate content issues).
